Suspension of all dual-use export authorisations with Russia as final destination, in response to Russia's military invasion of Ukraine

Due to the military escalation of the conflict between Russia and Ukraine on 24 February, Pascal Smet, State Secretary for European and International Relations and Foreign Trade, has decided on behalf of the Brussels-Capital Region to suspend all valid dual-use export authorisations (individual and global) with destination the Russian Federation and not to approve any new applications for dual-use items and technology with the Russian Federation as destination.
The suspension is for an indefinite period, but will be reviewed daily.

On 23 February, the European Union already adopted a new package of sanctions against Russia. In addition to the EU sanctions already in place on the export of military goods following the illegal annexation of Crimea, this package now includes an additional ban on the export of several categories of dual-use items and technology. Given the further escalation on 24 February, the State Secretary judges it as necessary to go one step further and thus to extend the export ban scope, with immediate effect and including current authorisations. 

It is expected that the European Union will also decide soon on a further extension of the scope of its sanctions, but with this decision the Brussels Region does not want to wait any longer and wants to make its own intentions clear to the other licensing authorities within the EU.
